New babbage/Arc Corp/Lorville are much more harsh on your CPU which will kneecap your framerate while your GPU utilization drops to 40-50%. high settings can fill up the vram forcing the GPU to do a memory swap if u have 8gb vram or less is better to go with lower. In some cases, this can take a couple of minutes if you havent done this before.
In your file explorer, you will have to locate the drive and path on which you installed the game on and add it to the program list from there. These settings will only reduce your performance.

Here is the chart if you're curious, When using 1440p resolution in game and upscaling to 4k, this literally got me anywhere from a 15-30 fps boost everywhere in the cities. Imagine if this game has Ray tracing, maybe it need universe Illumination.
